Change In Illinois Law Creates New Incentive for DUI Convictions

A recent change in the way funds obtained through DUI convictions can be spent by law enforcement agencies creates a new incentive for those agencies to up DUI conviction rates. The $100-200 the law enforcement agency receives for each DUI conviction was once allocated specifically for the purchase of alcohol-enforcement-related equipment like breathalyzer machines. In April of 2006 I was granted a RDP through the Formal hearing process. The RDP required that I have a BAID device installed in my car. The parameters for the RDP were as follows: Monday to Saturday 6:00 A.M. to 6:00 P.M. within a 500 mile radius. The large radius was granted due to the fact I am a self employed real estate appraiser that holds a license in six states. In February of 2007 my car was vandalized and my RDP document was stolen. I went to the Illinois DMV to report that the document was stolen and how I could get a replacement. I was told to fill-out a form and I would receive the document in the mail in 3 to 4 weeks. Three weeks later I received notification from the Secretary of State that the permit was being cancelled as I was observed driving away from the facility without a permit in my possession and violating the scope of the permit.
I am being told by the Secretary of State that there is no appeal process. I do not understand the logic, I was maintaining the permit by applying for a duplicate which is within the scope of my work; I cannot work without it. I called the Administrative Hearing department in Springfield and was told that technically I cannot stop for gas. How can I travel 500 miles and not get gas? Do I have any recourse?
